Add the oil, vanilla extract, vinegar, and water to the dry mixture. Stir until a smooth batter forms.
Pour the batter into the prepared cake pan and bake for 25-30 minutes, or until a toothpick inserted in the center comes out clean.
Allow the cake to cool completely in the pan before applying the frosting.
